The project «ENPCOM- European network for the promotion of the Covenant of Mayors» was funded with the support of the European Union under the Programme "Europe for Citizens" Applicable to the Action 1 – Measure 1.2 "Networks of Twinned Towns" Action 2 – Measure 2.3 "Support projects initiated by civil society organisations" Action 4 – "Active European Rememberance" Four events have been carried out within this project: Event 1 Participation: The event involved 140 citizens, including 2 participants from the city of Scutari (Albany), 2 participants from the city of Zadar (Croatia) 2 participants from the County development Agency of Zadar (Croatia), 2 participants from the city of Skive (Denmark), 2 participants from the city of Arvika (Sweden), 2 participants from the city of Murcia (Spain), 2 participiants from the Extremadura Energy Agency (Spain), 2 participants from the county of Badajoz (Spain), 2 participants from the county of Caceres (Spain), 1 participants from the city of Carloforte (Italy), 2 partcipant from the city of Vittoria (Italy), 1 participants from the city of Gela (Italy), 1 participant from the city of Silius (Italy), 1 participant from the Union of municipalities of Gerrei (Italy), 1 participant from the city of Palermo ( Italy), 1 participant from the city of Quartu (Italy), 1 participant from the city of Pomaretto (Italy),1 participant from the city of Sarroch (Italy), 1 participant from the city of Soleminis (Italy), 3 participant from the Focus Europe association (Belgium), 10 participants from Lega delle autonomie locali association (Italy), 100 participants from the city of Pisa (Italy) Location / Dates: The event took place in PISA (Italy) from 27/01/2014 to 30/01/2014 Short description: The event focused on "Census and monitoring of real energy consumption and behaviour of citizens". On 27th January at the royal all of the Municipality of Pisa with the participation of the representatives of the host city, was held the opening of conference and welcome speeches, the presentation of European for citizen program and of the Enpcom project. On the morning of the second day started the main conference divided into two session. The first session focused on "EU policies to combat climate change with the participation of the Mayor of Pisa, of the Head of environment-energy area and of the representative of italian government responsible of the environment and protection of the land and the sea. The main topics were the Covenant of Mayors and the municipality of Pisa, the Seap and the census and monitoring of energy consumption, the state of art and future prospects of the Covenant of Mayors. The second session based on the bottom up approach in european climate and energy and on comparison between experiences of the partners (with the active participation of the municipality of Palermo-Italy, municipality of Zadar-Croatia, municipality of Skive-Denmark, County of Badajoz-Spain, Extremadura energy agency-Spain). In the afternoon the participants visited the city center by bike sharing. On 29th January was held the technical visit to the Apea Navicelli Area -a public limited company established to manage the Porto of Pisa, the Navicelli Canal and the state-property adjacent areas. During the visit the President of the Spa presented the Smart Grid navicelli system, a project co-financed by the Tuscany Region involving Navicelli SpA of Pisa (project leader) , Enel Engineering and Innovation SpA , DSEA , University of Pisa , PIN SCRL Scientific and Educational Services for the University of Florence , SDI Industrial Automation Srl , Srl Development Navicelli and CSA Consortium Coop aimed at creating a center of cogeneration production of electricity and heat, with a substantial contribution from renewable sources, in an area with a strong presence of industrial and tertiary activities. Then the participants visited the photovoltaic park of "Sol maggiore"and the Navicelli canal by boat. In the afternoon was held two parallel workshops about the census and monitoring of consumption in buildings and in mobility: the participants have been divided into two groups and they shared information about objectives, tools, weakness. The summary of the workshops was presented during the last day of the event. The aim of the event was: -to raise awareness of the Europe for Citizens programme and to acquire a better understanding of the objectives of the project; -to strengthen citizens' sense of belonging to the European community; -to gain a better understanding of European policies to combat climate change and to increase awareness of the importance of citizens' involvement; -to Increase knowledge of the habits of different European lifestyles and to learn methodologies used in Europe to know the consumption cities; Event 2 Participation: The event involved 120 citizens, including 1 participants from the city of Skive (Denmark), 1 participants from the city of Arvika (Sweden), 1 participants from the city of Zadar (Croatia), 2 participants from the County development agency of Zadar (Croatia), 2 participants from the city of Palermo (Italy), 2 participants from the city of Soleminis (Italy), 2 participants from the city of Pomaretto (Italy), 2 participants from the city of Riano (Italy), 1 participants from the city of Sarroch (Italy), 1 participants from the city of Civitavecchia (Italy), 2 participants from the city of Vittoria (Italy), 2 participants from the city of Pisa (Italy), 2 participants from the city of Murcia (Spain), 3 participants from the Extremadura energy agency (Spain), 2 participants from the county of Badajoz (Spain), 2 participants from the county of Caceres (Spain), 6 participants from the Focus Europe association (Belgium), 6 participants from the Lega delle autonomie locali association (Italy), 2 participants from Union of municipalities of Gerrei (Italy), 1 participants from Union of municipalities of Ernici mountains (Italy), 2 participants from the city of Monserrato (Italy), 2 participants from the city of Selargius (Italy), 4 participants from the city of Quartu Sant'Elena(Italy), 1 participants from the city of Maracalagonis (Italy), 68 local participants. Location / Dates: The event took place in BRUXELLES (Belgium) from 22/06/2014 to 25/06/2014 Short description: The main theme of the event was the "Model of collaboration between public and private for the implementation of energy policies". The event took place in Bruxelles and part of the works were integrated in the EUSEW – European Union Sustainable Energy Week planning, in order to give the project more exposure and to insert it in an institutional context of a relevant European interest. On 22th November during the welcome meeting buffet was held the presentation of the event's agenda. On 23rd June the opening conference took place at the Economic and Social Committee, in the presence of the EESC representatives, of the Covenant of Mayors Office,of the European Commission representatives, and of private companies which operate in the sector of management and construction of public-private partnerships. The main topics were: the new Community Directives and Partnerships for innovation; the Covenant of Mayors as a model of growth, sustainable development and employment; the sustainable development as a basic cultural element for the actions of public authorities; Partnership instruments as an opportunity for local governments and companies; Public - Private Partnership in energy efficiency sector. Then started an open debate between local administrators and representatives of european institution and Eu officer and a comparison of local experiences and projects of the partners with the active participation of the municipality of Vittoria, municipality of Palermo, municipality of Quartu (Italy), municipality of Skive (Denmark), municipality of Arvika (Sweden). In the afternoon of the 23rd June, at the representative seat of the Sardinia Region, was presented the website of the ENPCOM project. Then the participants visited the city center using vehicles of sustainable transport. On the 24th of June, at the European Commission, delegates attended to the conference within the EUSEW 2014: Covenant of Mayors, Smart Cities & Communities, and ManagEnergy at the service of energy users – European commission-DG Energy, executive agency for small and medium-sized enterprises, and they directly connected with the EU institutions. In the afternoon, at the office of Region of Sardinia, was held the workshop about "Interventions for sustainable mobility: good practices and participatory planning": the participants discussed the possibility of presenting further planning projects and they tried to develop some, according to the announcements of the 2020 Horizon programme, illustrated in the morning of 23rd of June. Finally on 25th June there was the conclusion of 2nd event and discussion on 3rd event agenda and venue of the event. The aim of the event was: -to improve the directors' and the financial players' knowledge of partnership techniques between public and private -to Improve the citizens' and financial players' knowledge of the technological possibilities available -to improve knowledge about the best experiences in Europe in terms of mobility and sustainable construction -to learn methods to involve citizens and stakeholders in energy planning -to develop new ideas to facilitate interaction between government and citizens Event 3 Participation: The event involved 135 citizens, including 1 participant from the city of Zadar (Croatia), 1 participant from the County development agency of Zadar (Croatia), 1 participant from the city of Skive (Denmark), 2 participants from the city of Arvika (Sweden), 2 participants from the city of Riano (Italy),1 participant from the city of Pomaretto (Italy), 2 participants from the city of Soleminis (Italy), 2 participants from Union of municipalities of Gerrei (Italy), 1 participant from the city of Silius (Italy), 2 participants from the city of Quartu Sant'Elena (Italy), 3 participants from the Lega delle autonomie locali association (Italy), 2 participants from the Focus Europe association (Belgium), 20 participants from the Extremadura energy( Spain) , 42 participants from the county of Badajoz ( Spain), 43 participants from the county of Caceres (Spain), 10 participants from the municipality of Mèrida (Spain) Location / Dates: The event took place in EXTREMADURA (cities of Badajoz, Cacères,Merida), Spain, from 19/11/2014 to 22/11/2014 Short description: The event focused on "The possibilities of action with the interaction between public and private in manufacturing companies: innovation, sharing, and energy efficiency". On19th November during the welcome institutional dinner was presented the event's agenda. On 20th November, at the hall of County Council of Badajoz, was held the institutional presentation of Enpcom project to media by the Agenex director, County President of Badajoz and County deputy. Then started the main conference about ?Innovation in energy management of production activities and the possible role of the public' with the active participation of the partners that presented the local experiences and projects (municipality of Zadar - Croatia, municipality of Arvika- Sweden, municipality of Skive- Denmark, Energy agency of Extremadura, County of Badajoz, County of Cac?res, municipality of Pomaretto-Italy, municipality of Riano- Italy). Late morning the workshop based on the ?EU funding in the area of energy management of production activities". Then the participants visited the CSP plant- Concentrated Solar Power Plant (Solar thermoelectric) in order to demonstrate how energy projects affect local governance. In the afternoon the delegates visited the PV, solar, and biomass plants in the swimming pool in order to demonstrate the implementation of renewable energies in municipal services. In the evening the cultural visit to the city center of Badajoz. On 21st November the seminar was held in Merida, at the agriculture ministry head office with the partecipation of the representatives of regional government of Extremadura and of representatives of the municipality of M?rida. During this session the regional representatives talked about the energy efficiency policies in Spain, the barriers and the outcomes in Extremadura, the governance and policies to support local government in reaching Eu energy targets. In particular they explained the Esco model implemented in head building and the monitoryng system and management throught ESCO of the streets lights. After seminar started an open debate and the participants shared information with questions and answers about the discussed topics. Then the delegates visited M?rida- a world heritage city from 1993- and in the afternoon the technical visit to the two household demonstrators of the EDEA project at Cac?res (an european project aimed to develop an efficient methodology for the design and construction of social housing in the region of Extremadura). Finally the cultural visit in the city center of Cac?res. The last day was held the conclusion of the event (summary of the event, discussion about the program and the venue of the last event).The aim of the event was: - to Improve the knowledge of funding opportunities for energy management of production activities - Knowledge of the host city - to gain more knowledge about the possibilities of improving the energy management of production activities - to gain more knowledge about the possibilities of implementation of interventions through investments by third parties (ESCo) Event 4 Participation: The event involved 118 citizens, including 2 participants from the city of Skive ( Denmark), 1 participants from the city of Arvika (Sweden), 1 participant from the city of Zadar (Croatia), 1 participants from the County development agency of Zadar (Croatia), 1 participants from the city of Murcia (Spain), 2 participants from the Extremadura energy agency (Spain), 1 participant from the county of Caceres (Spain), 1 participant from the county of Badajoz (Spain), 2 participants from the city of Riano (Italy), 5 participants from the Focus Europe association (Belgium), 1 participants from the city of Pisa (Italy), 1 participant from the city of Palermo (Italy), 1 participant from the city of Pomaretto (Italy), 2 participant from the city of Vittoria (Italy), 1 participants from Union of municipalities of Ernici mountains (Italy), 5 participiants from Lega delle autonomie locali (Italy) , 10 participants from the city of Silius (Italy), 10 participants from the city of Soleminis (Italy),20 participants from the union of municipalities of Gerrei (Italy), 25 participants from the city of Quartu sant?Elena (Italy), 25 participants from the municipality of Cagliari. Location / Dates: The event took place in QUARTU SANT?ELENA and in the cities of Soleminis, Silius, Sant?Andrea Frius e Cagliari (Italy) from 26/03/2015 to 29/03/2015 Short description: The last event focused on the "The enhancement of the role of citizens: good daily energy practices, their inclusion in the SEAP and exploitation of results". On 26th during the welcome meeting buffet was presented the event?s agenda. On 27th March at the city hall of the municipality of Quartu Sant'Elena, with the participation of the representatives of sardinia region was held the main conference divided into two session: the first session reserved to the policies of sardinia region to reach Eu climate and energy goals and to the initiatives and the tools to facilitate the participation of citizens in the Seap process and in energy and climate change policies of the local authority. The second session focused on the comparison of local experiences about the initiatives to involve citizens in the energy and climate policies ( with the active participation of the municipality of Skive-Denmark, municipality of Quartu Sant'Elena-Italy, municipality of Soleminis-Italy, municipality of Pomaretto-Italy, Energy agency of Extremadura-Spain, municipality of Zadar-Croatia, Union of municipalities of Monti Ernici- Italy, municipality of Palermo-Italy). In the afternoon the delegates visited the Molentargius-Saline Regional Park by using the ecobus and the bikes and the archeological museum of Cagliari. On 28th March at royal city hall of the County of Cagliari was held the project planning workshop on "The new tools available to local communities: web platforms and Social Networking?. The participants have been divided into 3 groups to enhance knowledge and share information and they agreed conclusion, recommendations and feasible action plans and project ideas. The participants shared the short summaries. The problem tree analysis is the method used during the workshop. In the afternoon the delegates visited the sardinia radio telescope in the municipality of Silius, a flexible instrument for Radio Astronomy and Geodynamical studies. Finally the transfer to the municipality of Soleminis and the cultural visit to the typical and sustainable sardinian house. On 29th March was held the conclusion of the event and preparation of summary documents. The aim of the event was: - to improve the ability to predict and evaluate the role of citizens in energy policies - to increase awareness of the importance of the contribution of citizens - to develop new proposals for the participation of citizens - to develop practical tools to increase the level of citizen participation - to strengthen relationships formed during the project.
