This kind of document, whether paper or electronic, certifies a person’s identity and it is issued in person; it is valid for going in the countries of the European Community just for Italian citizens and in this case no limitation will be put on the last page.
To see an updated list of the countries for which the ID card is sufficient, it is recommended to go to the website of the Ministry of Foreign Affairs.
The D.L. 26/6/2008 n.112, 13/05/2011 n. 70 y 09/02/2012 n. 5 have introduced some important developments with regard to the validity of the identity document; thus, the expiry date is set on the date of the first birthday which immediately follows the deadline of 3, 5 or 10 calendar years after the issue (with particular regard to the applicant’s age).
Annotation about the ID cards issued before 26 June 2008
The ID cards which have been issued according to the previous provisions and expired after 26 June 2008 must be considered as still valid, but the expiry date printed on the document needs to be updated through the application of a stamp by the General Register Office. The ID card extension can be requested at any time by the person concerned or a delegated, as long as with a proxy and the holder’s ID card, as required by the art. 38 of DPR 445/2000.

ISSUE FOR THE MINORS
The article 10 of the D.L. 13 May 2011 n. 70 containing “Prime disposizioni urgenti per l'economia” (First urgent provisions for the economy) have introduced new developments with regard to the ID cards issue, as a modification to the article 3 of TULPS, R.D. 773/1931. The new provisions have abolished the minimum age limit for the issue of ID cards, previously set on 15, and established a different temporal validity of the document, depending on the age.
The ID card is issued for the citizens from birth.
The validity is set on:
- 3 years for under the age of 3
- 5 years for those aged between 3 (completed) and 18 (not yet completed)
- 10 years for those above 18
and expires on the birthday day.
VALID OR NOT VALID FOR THE EXPATRIATION
If the requested ID card must be valid for the expatriation, the presence of both parents or their representatives, together with the minor, is essential and they must assent the expatriation by signing the appropriate section in the application form and declaring in the same form the absence of obstructive reasons for the expatriation, in accordance with the art. 1del D. P. R. n. 649/1974. If one of the parents can’t be present, the other one must hand in a declaration of assent to the expatriation by the absent parent, issued and signed in unstamped paper together with a copy of the declarant’s identity document (ID card or equivalent document). This declaration can also be sent by email to the office, as provided for in art. 38, comma 3 , of D.P.R. 445/2000.
PLEASE NOTICE THAT in the absence of both parents’ assent, the document will be issued as NOT VALID FOR THE EXPATRIATION and it can’t be updated later, just substituted.
The ID card, whether paper or electronic, displays the holder’s signature only if he/she is at least 12 years old, provided that this signature will be omitted not only for those under the age of 12, but also for everyone who can’t sign.
ID CARD ALSO FOR THOSE UNDER THE AGE OF 15
The new provisions provide that those under the age of 14 can use the ID card for the expatriation only if travelling with one of the parents or their representatives or bringing a declaration which includes the name of the person, institution or shipping company with which the minor travels and this declaration is issued by those who can assent the expatriation and validated by the police station or the consulate.
ISSUE or RENEWAL for FOREIGN CITIZENS
In addition to the documentation required to the Italian citizens, the foreign residents must also hand in the residence permit.
Please notice that the issue of ID card for foreign citizens is possible only as not valid for the expatriation.
Applying for a copy is not necessary if residence, job or marital status are changed.
